The Scholastic Clay Target Program (SCTP) was developed by the National Shooting Sports Foundation (NSSF).

The Tennessee Scholastic Clay Target Program (TNSCTP) is a joint effort between the Tennessee Wildlife Resources Agency (TWRA) and the Tennessee Wildlife Federation (TWF). TNSCTP provides children in grades 5 through 12 with the opportunity to compete in shotgun shooting sports with peers from across the state. The program represents three disciplines: trap, skeet & sporting clays.  Individuals participate with a team of shooters.

This program teaches youth the importance of firearms safety while instilling values of discipline, leadership, responsibility and teamwork that will help mold the future sportsmen and women of Tennessee, as well as promote healthy competition. The TNSCTP state shoot is the largest SCTP state shoot in the country with the TNSCTP program being the largest in the nation.

Apart from being the nation's leader in youth shooting sports programs, the TNSCTP offers an opportunity for Tennessee's young men and women to experience the fun and excitement of competing in one of the fastest growing sports in the country.

Most teams are recognized as a school endorsed program, local 4-H clubs or other community groups, such as Boy and/or Girl Scouts or Venture Crews.

This program provides school-age participants with the opportunity to showcase their competitive shooting skills in a safe and controlled environment with instructors monitoring their shooting. Awards are earned at the local, state and national levels. This program is designed to instill in students safe firearms handling, commitment, responsibility, leadership and teamwork – the same character traits exhibited in other school sports.

TNSCTP has been endorsed by the Blount County school board, but it's currently an off-campus activity. Teams are organized according to geographic locations. Officials have currently established Heritage and William Blount teams.

The William Blount Shooting Team was established in 2009 by shooting coach Matt Hall.
